- Under Arizona’s 2025 ASBN Advisory Opinion, all neuromodulator injection is Level II — regardless of anatomical zone. Advanced technique doesn’t create a new regulatory tier, but higher-risk zones (DAO, platysma, masseter) require tighter written provider orders and clearer escalation protocols.
